What's the big red strip in the strait? Is it a buffer zone between travel lanes? Some other sort of no-go zone?

@anthonyfloyd.ca @Anibyl 'Traffic Separation Scheme' (TSS) in nautical terms.
As you deduce, a northbound and southbound lane for big shipping, with a buffer in between.
Smaller vessels are supposed to keep well clear of the whole lot, and if they have to cross, do so at right angles and as quickly as practical.
