I should add that both agents and election courts predate the #ballotAct - which came into force more than a hundred and fifty years ago and assures secrecy of voting. National political organisations/parties became significant after a legal limit was placed on expenditure on behalf of any individual candidate. Rules on donations came in at the turn of the century - in part in reaction to donations by a businessman in #hongkong to the 1992 #conservative campaign.,
