Lots of great techniques carried through from The Mind (https://hellfire.untergrund.net/the_mind/the_mind.html) but the real thing that sticks out is a mastery of PICO-8's limited palette, both in the artwork and the slow fade transitions.
There might well be something especially clever around that oscillator effect too?
