US is doing the same. It is driven by the large employers who only want minimally educated workers who can't change jobs because their skills are nontransferable.
@ChrisMayLA6 Which the viscious circle of in-work low-pay benefits = employers pay less exacerbates.
Indeed, the in-work benefits (read corporate subsidy) incentivises low productivity low-skill work work as the norm.... something which may or may not have been intended to alleviate the problems just makes it worse
