You can get a sense, from any RPG publisher, how okay they are with publishing something they know to be ... okay.
I'm not talking about inexperienced publishers who sincerely don't know the difference. I mean people who've been around the RPG block a few times and concluded that, really, a book doesn't need to be ... good. It can be just okay, and still get the nod.
I know from my industry days that sometimes it's about having already booked the print job. 馃槅
