@ProPublica seems like a feature, not a bug. The "exodus" is simply a successful implementation of a policy to move employees from the public sector to the private sector. The signaling is clear: the US govt has no intention to care for vets. They will offload this to the public at great cost to vets themselves and to the great benefit of private health industry.
