@breathOfLife I can't speak for Tony Gilroy, the author of this quote, but I believe he's referring to how fascism is based on an "us versus them" division, and that it always requires "the other" to blame while the population is being exploited by those in power.
Eventually you start running out of "the other"s, so you create new categories of enemies.
